He apparently wanted a werewolf companion in the castle because of his loneliness. When he ended up with the medallion and could change back and forth to a werewolf by himself his loneliness was satisfied.

When Shaggy came to visit he tried to turn him into a werewolf using the Moonlight Medallion.
