Agent #4 was the codename of a man employed by Dr. Phineus Phibes.

Shaggy & Scooby-Doo Get A Clue!

Season one

He was one of the agents too afraid to tell Dr. Phibes they hadn't Dr. Albert Shaggleford found and his nanotech formula, leaving it to Agent 3.

He remained still and silent when Dr. Phibes asked who had put foam in his latte, while the other agents seemed guilty.

He laughed off Shaggy Rogers's scare attempt of the submarine being haunted, but was surprised when he was given a wedgie by what he thought was a ghost (actually Scooby-Doo invisible). He later complained about it to Dr. Phibes while cowering under the table along with Agents 1 and 2.

He operated the power of Phibes's cloudship's laser while in Mount Zeryodelwietzen. When an incoming aircraft was approaching fast, Phibes ordered him to lock onto the coordinates of it and prepare to fire and test his laser. (It failed to fire on anything because the aircraft, which was actually the Mystery Machine transformed into plane, had slowed down and landed, transforming into something "less conspicuous".)

A little while later, Shaggy and Scooby came into range again and Phibes ordered Agent 4 to fire. As the laser began to shoot down it suddenly stopped, with Agent 4 explaining it had been drained of power and then pointed to a mountain to where it had been graffited by some agents with the laser. When Phibes said he needed it ready in time for use, Agent 4, 7, and 12 assured him it would be.

Season two

When Uncle Albert's cover had been blown as Dr. Phibes's loyal scientist, Shaggy and Scooby had to rescue him. Dr. Phibes ended up escaping setting a timed detonation for his lair, leaving his operatives behind. Scooby used a special super speed Scooby Snack and rescued everyone. The day may have been saved, but that didn't spare them from the police arriving. (Uncle Albert Alert)
