He was able to think fast. He was actually caught early on, under a collapsed tent, but he stripped off his disguise and hid it in the folds of the tent and emerged as an innocent bystander caught by mistake. He also had great stage presence, since he was able to make Scrappy-Doo back down simply by growling loudly at him in his ghost disguise.

He wanted the treasure, so he dressed up as the ghost of McBaggy Rogers in order to get it.
