He and his accomplices staged attacks by tomb spirits in order to rob the archaeologists. He and his men also kidnapped Shaggy Rogers and Scooby-Doo and held them bound in a tent. They only got free when Scooby smelled good food and chewed them free from the ropes so they could get to it -- it turned out to be the feast Moe had made for his guests.
