Charlie Adler is an American voice actor, notable for doing many of the main voices on Cow and Chicken, including Cow, Chicken and the Red Guy. He also provided the voice of Buster Bunny on Tiny Toon Adventures and Ickis in AAAHH! Real Monsters. More recently he's been Starscream in the live-action Transformers film series and Cobra Commander in G.I. Renegades.
