Chief O'Hara was created by Lorenzo Semple, Jr., specifically for the 1960's Batman live-action TV show, as someone for Commissioner Gordon to talk to. He was played by Stafford Repp. He was then adapted to the DC Universe, first appearing in World's Finest Comics #59 (August 1966), and created by Edmond Hamilton and Curt Swan.
