The Creepy Keeper was the disguise of Verona Dempsey, who used it to create her own commercial monopoly (by wrecking ships of rival importers while allowing only her own ships to come in).

The Creepy Keeper had a bony-looking face and hands, glowing white eyes, long grey hair and beard. He wore a tattered dark blue coat with a matching service cap, tattered yellow pants, and black boots.

Early Life[]

The Creepy Keeper was allegedly the ghost of a corrupt lighthouse keeper. He turned off the lights to sink the Dauntless, a ship carrying precious cargo, so he could dive for the treasure. Unfortunately, a tree branch flew through the window and hit him, sending him plummeting to the bottom of the lighthouse.

Season three[]

Shaggy and Scooby went to the lighthouse to complain about the lighthouse shining at his window while he was sleeping. They encountered the Creepy Keeper there and ran back home. The gang assumed the Creepy Keeper was Crusty McPeet because he was responsible for controlling the Dauntless skeleton crew, but Velma realizes that the Keeper is still out there.

Shaggy returned to the lighthouse to trap the Keeper, which succeeded. The Keeper was unmasked, and it turned out to be Verona Dempsey in disguise. She did it to destroy other businesses by sinking ships carrying their goods, so only her business would thrive.

In the DTV movie, Scooby-Doo! and the Goblin King, a real Creepy Keeper can be seen at the monster bar and the line outside the Goblin King’s lair.
