Premise[]
Fred is convinced that he can't solve a mystery on Halloween, because on Halloween everyone wears masks. Further, when he was a kid, he was unable to solve the case of Baba Yaga and is shocked to find she has now returned.
Synopsis[]
A number of years ago, Fred and his friends Rose and Scott go trick or treating on Halloween night. Scott decides to cut through the woods to hit the houses two blocks over, but Fred insists that they stay on the sidewalk. They go into the woods and find an old house. They enter the house but find it empty. Unexpectedly, a can of raisins rolls right up to them and they get scared away by a witch. They run out of the forest and find the police, but when they try to show them the witch's house it is gone. One of the officers then tells Fred to let this mystery go.
In the present day, Shaggy is preparing for Halloween at a neighborhood Inn. They then get into their costumes, Shaggy dresses like a pocket while Scooby dress like a vending machine. Velma claims that Halloween is not about the candy or the costumes but ancient Gaelic traditions. Then Inn keeper Martha arrives delivering their room service order, warning them about no shenanigans as she leaves. When Shaggy and Scooby remove the serving dome it shows Daphne's head on a platter, scaring them. However, it was actually and trick pulled by Daphne, much to Velma's annoyance. She complains about the crass commercialization of Halloween, but Daphne states that Halloween is suppose to be silly fun and without the crass commercialization the holiday would just be boring harvesting. Shaggy then questions where Fred is.
Fred is lying in bed stating he is not going out on Halloween because of multiple failed mystery solving attempts on said holiday. This includes:
- unmasking a boy dressed as Abraham Lincoln, making him upset. He then gets beaten with a pumpkin by the boy's mother;
- asking a bunch of guys dressed as werewolves to line up so Fred can remove their faces. He then gets thrown out for it;
- being asked about a missing body only to get beaten by the boy's mother again.
Velma claims that it was all just coincidence and Daphne asks Fred to come out and have some fun. Fred agrees, but only if there are no mysteries.
The gang goes out trick or treating with Daphne dressed up as a zombie version of Velma, in order to visualize Velma having fun on Halloween. Fred then nervously looks around at the trick or treaters, with some of them resembling their old foes. Velma notices something is wrong with Fred and asks him about it. Fred denies his problems, so Daphne suggest they stay away from crowded areas until Fred chills out. Suddenly, much to his shock, Fred sees the witch's house he saw when he was a kid. Shaggy and Scooby decide to trick or treat there anyway, but find it empty. Suddenly, the witch appears, much to Fred's horror.
The witch chases the gang across the neighborhood, cornering Fred, Daphne, and Velma. Shaggy and Scooby arrive and are upset that the witch chased after the others and not them. She then starts chasing Shaggy and Scooby until they trick her into stirring cereal and then escape. They regroup with the rest of the Gang when suddenly they hear loud talking coming from two neighbor watch officers with megaphones named Mr. and Mrs. Clune. They ask the Gang about their business in the town and claim they might be connected to the witch. The Gang denies it and the Clunes tell them to go back to the Inn but warns them about Martha, because she used to be part of the neighborhood watch but was too negative and suspicious.
Fred then reveals to the Gang that he saw the witch and her house when he was a kid, about 11 years ago. He explains that he was in another neighborhood visiting his cousin Scott when they saw the witch and her house. The next day they both disappeared without a trace. This is why Fred believes he can't solve a mystery on Halloween, because the witch was the only mystery he couldn't solve. Velma then recounts a legend about an old witch named Baba Yaga who lived in the middle of the woods in a house that could walk around with chicken legs. This causes Fred to realize that the house is a clue and decides to go back there.
When they arrive at the house Daphne notices how some of the decorations have been taken down. Fred explains it's because the people are scared, and that the same thing happened to Scott's hometown 11 years ago. Velma then does some research and discovers that a number of towns across the country have cancelled Halloween for good after a witch attack, and in each instance the witch's house vanished into thin air until the next Halloween, when it showed up in another town. The Gang then investigates the house only to find it empty. They find a cauldron and books on ancient spirits, along with copper and mercury. Fred then finds an old map with "X" markings corresponding with the towns the witch has visited. Shaggy and Scooby then notice apples and nuts on the table and assumes they're snacks left for them by the Witch, but Velma claims they're just for Gaelic tradition. Scooby then looks for food in the cauldron only to be confronted by the witch. Suddenly, the house starts moving but only Fred, Daphne and Velma escape. The house then sprouts chicken legs.
The house chases the Gang in the Mystery Machine and Shaggy and Scooby finally escape the house. The Gang returns to the Inn, where they lament their troubles with Halloween. Velma however, states that they can still enjoy Halloween with the ancient traditions of the witch. Fred then realizes that is the key to the mystery and decides to trap the witch, with Velma knowing where the witch will strike next. The Witch and her house are about to enter a new town when Fred arrives to stop her. She charges at him but Shaggy and Scooby make her house slip on their candy, causing it to fall and get destroyed. The Witch climbs out of the rubble and tries to scare Fred but he doesn't budge. Velma and Daphne then emerge from large piles of leaves as zombies, scare the witch, and the Gang capture her.
The police arrive and arrest the witch who they have been after for 20 years. Fred reveals that the witch is actually Mrs. Clune and states that her husband helped her and can be found in the house, but probably won't come out without a fight. But Mr. Clune just walks out stating he's cool.
Fred then explains thee mystery. The Clunes converted a mobile home by adding hydraulic chicken legs to make it appear like a house from legend, Fred himself having made similar adjustments to the Mystery Machine. This allowed them to move from town to town easily and set up in a new town blending in undetected. They would become part of the community for an entire year establishing themselves in local neighborhood watch programs until Halloween, when they scared the town into ending the holiday there once and for all. Mrs. Clune's witch's broom was ingenious, it was motorized and used a special fuel mixed with mercury and copper which burns green. That's what created the strange other worldly flame that trailed behind her. The broom also had a hollow handle that would glide along the wires that were used to decorate towns, which is why the wires near the house had no decorations.
When Daphne asks why anyone would try to end Halloween, Velma explains that the motive was looking at them right in the face the whole time. Everything in the witch's room hearkened back to ancient times and rituals. The apples and nuts, the books on the Aoi Si - it was all from the ancient Gaelic traditions. Basically, the Clunes hated the crass commercialization of Halloween even more than Velma did. But, unlike Velma the Clunes were willing to scare people and ruin all their fun in order to accomplish their goals. Mrs. Clune is annoyed that Velma shares her views but still meddled. Velma agrees it is annoying and that she talks a big game but in the end she likes candy, which she and the Gang devour.

- Some of the trick or treaters are dressed up like villains from first-season episodes:
- Ghost of Elias Kingston from "Mystery 101."
- Spirit of the Zatari Warrior from Game of Chicken.
- Sorcerer from Sorcerer Snacks Scare.
- Shaggy can be briefly seen dressed as the Ghost of Mr. Hyde (from Scooby-Doo, Where Are You!: Nowhere to Hyde) in a flashback. Daphne and Velma can be seen dressed as Hex Girls members Thorn and Dusk, respectively.
Notes/trivia[]
- Although the seventh season 2 episode in production order, it was the first to air in America.
- When Velma decides to look at the news about Baba Yaga's previous attacks, one of the cities in which the attack occurred was Smalltown. Smalltown is the city where the events of the "Field of Screams" (Scooby-Doo #108) story take place.
- According to series creator Jon Colton Barry, this episode's first draft originally included Scrappy-Doo.[1]

- "Zoinks" count: 1
- "Jeepers" count:
- "Jinkies" count:

Cultural references[]
- Tommy dressed as Abraham Lincoln.
- Young Fred dressed as a character from a fictional "Nordic Noir" series. Nordic Noir is a type of crime fiction, where complex moral issues are counterpointed by the bleak landscapes where they are set. A famous example of the genre is the novel The Girl with the Dragon Tattoo.
- Shaggy and Scooby-Doo's escape ruse "I Can't Believe It's Not The Fear of Children" recalls the advertisements for "I Can't Believe It's Not Butter", a butter substitute from the 1980s.
Animation mistakes and/or technical glitches[]
- None known.
Inconsistencies/continuity errors and/or goofs/oddities[]
- The Baba Yaga machine is so large and cumbersome that it beggars credibility for law enforcement never to have detected it in any of their previous capers.
- Velma pronounces Samhain with English phonetics. The correct Celtic version is spoken "Sow-ween." Velma is usually precise and accurate in her research.
- The witch was scared by the two zombie Velmas, despite the Clunes having already seen Daphne dressed this way in town.
- Once Velma no longer needs to be disguised as a zombie, she inexplicably changes back. Although the gang inexplicably losing their disguises isn't exactly abnormal.

Shaggy: Speaking of bland yellowish vegetables, where is Fred? |
Shaggy: Luckily, there's a brand new product for the busy, evil witch on the go. The first non-natural human offspring terror substitute - "I Can't Believe It's Not The Fear of Children!" It comes in three different flavors... |
Daphne: Wow! One witch and centuries of crass commercialism just go out the window. |
Shaggy: Like, I just noticed without candy as a distraction, Halloween is utterly terrifying and filled with disturbing imagery! |
Daphne: Welcome to the Zombie Velma Apocalypse! |
Mrs. Clune: You agree with me that this holiday is a disrespectful insult to history and mankind's deep connection to the earth? But you still insisted on meddling? |
