The Phantom Shadow of Ghastley Manor was the disguise of Dr. Ghastley.

It had a black face with an orange eyes and mouth. It wore a green hooded robe and a pair of silver handcuffs dangling from it's left hand.

Dr. Ghastley unmasked.
He was counterfeiting money in the dungeon of Ghastley Manor, and he dressed up as the Phantom Shadow to scare away any trespassers. He never made it to jail because a skeleton tied up the real police officer in a box. [1]
