Count Evallo von Meanskrieg was the caretaker of the Crystal Cove Cemetery where the Bjorklund family lived at the time.
Physical appearance[]
He is very skinny and scruffy-looking, with unkempt brown hair, unshaven face, and partially broken teeth. He has thick eyebrows and distinct dark bags under his eyes.
Personality[]
His aptitude test from his work permit revealed that he was "pure evil".

Evallo unmasked
He tried to scare the Bjorklunds and everyone else away from the cemetery so that he could steal natural gas under it. Velma first suspected him because he acted like the Ghoul even out of costume. However, the others (bar Scooby) denied it since it was far too obvious. At some point prior to working in the cemetery, he was denied a work permit for being "pure evil". While Evallo was arrested by Sheriff Bronson Stone for being the Graveyard Ghoul, he was released due to diplomatic immunity.

- According to his denied work permit, Evallo's previous job experiences were:
- Scaring small children
- Being mean to the elderly
- Shaving kittens and painting them blue
- Building sewage treatment plants so they back up when used
- Driving busloads of innocent civilians into the middle of nowhere and leaving them there
- Poking holes in the bottom of all candies in a box to see what they are and the putting them back in the same box
- Wearing other people's socks and then putting them back in their drawers with extra foot stink on them.
