Fylon the balloon master was the disguise of an unnamed performer hired by Mr. Freebish the department-store owner.
Physical appearance[]
Fylon looked like a very short, white-faced jester, with pointy ears and a nose.
Personality[]
He acted playfully dangerous.
Powers and abilities[]
He seemed to have magical control over his dragon balloon. Normally a balloon that large would require thirty people to handle it, but he managed it with one hand. Then, when he wished, the balloon lifted off and carried him away. It turned out it wasn't a real helium balloon, but a balloon filled with air dangled from a helicopter that flew above the clouds.

Fylon (out of make-up and costume) and pilot caught.
He attacked the Freebish's department store parade with a fire-breathing dragon ballon. He was hired to do this by Freebish, who wanted an excuse to stop sponsoring a parade he could no longer afford.
When the gang came to investigate the warehouse where he and his helicopter pilot accomplice kept the balloon, he lassoed Daphne Blake, Fred Jones, and Velma Dinkley, leaving them bound and gagged so he could make his escape. He tried to scare off Shaggy Rogers and Scooby-Doo, but they blundered into capturing him.
