The fake ghost was the disguise of Walter Peabody.

Physical appearance

It was simply a white bedsheet pulled over his body to make him look like a ghost. The eye holes he was looking through were quite visible you could even see his glasses through them. When he lifts up his sheets you can see his brown pants and brown shoes.

Personality

The fake ghost often lurks around trying not to be spotted and sets traps for anyone who follows him. The fake ghost wants people to fear him despite the fact he seems very afraid of people.

History

Scooby-Doo! Mystery Mayhem (GC/PS2/Xbox)

Walter Peabody unmasked.

The fake ghost was seen by Shaggy and Scooby-Doo -- unknown to him, however -- when he walked into his basement hideout. Later, he went back to the lobby and ran into the archives room with a bunch of ghosts. He then separated Shaggy from Scooby. The team managed to capture all the ghosts, and the ghost was unmasked to be Walter Peabody.

Scooby-Doo! Mystery Mayhem (GBA)

The fake ghost was first seen by Daphne when he lured her into a room and locked the door behind her. The gang corners the fake ghost and he summons serval waves of ghosts. After Shaggy and Scooby capture all the fake ghosts the gang unmasks the fake ghost to be Walter Peabody.
