Joe is a middle-aged man with reddish-brown hair. He wears a blue long-sleeved shirt and pants, a tan belt with a yellow buckle on it along with a tan necktie and police hat with a yellow badge on it.

He is sometimes rude. He frequently acts creepily and often appears out of nowhere.
