The transparent plastic skis belonged to Mr. Greenway. He used them in his Snow Ghost disguise, which made it look like he could fly while used in the snow.

After Mr. Greenway and his partner, Mr. Leech, had been captured, Scooby-Doo demonstrated them for the Sheriff. He got off to a good start, before crashing into a tree, and disturbing a squirrel.[1]
