The Painting Ghoul was first a mysterious shrouded figure in a painting. Later, it was the disguise of a landlord.

It looked like a figure shrouded in black. Any skin that was showing was dead white.

- Magical painting alteration - a picture showing it seemed to change by magic, showing it moving closer to an apartment and going inside. A painter was actually switching out a series of pictures.

The landlord unmasked.
The tenant of apartment 3A was afraid because the painting kept changing, showing a ghoulish figure getting closer and closer to her apartment. Others in the building said the painting was unchanged. It turned out to be a plot by her landlord to scare her out so he could raise the rent on her apartment.
The landlord finally went too far by dressing up as the Ghoul himself. When he did this, Scooby-Doo and Shaggy Rogers caught him and exposed the plot.
