He stole it from another scientist and added his own inventions to it.[1]

Season one[]
Phibes attempted to use it to disrupt a global warming conference in Mount Zeryodelwietzen.[1]
The cloudship was rendered partially invisible by a ray invented by Mark and Ricky.[2]
Season two[]
He attempted to make himself the smartest being on the planet by releasing a "stupid" gas from his airship. However, it was accidentally set off inside the ship, affecting all Phibes' subordinates. It did not affect Phibes as he had taken an overdose of a nano-tech formula which made him super intelligent, with the a side-effect of making his head grow to an enormous size. His giant head kept the world below safe and also kept Phibes from plummeting to the earth when he fell through a hole in the floor.[3]
