Steve was a member of SALF, an organization in the pursuit of finding aliens.
Physical appearance[]
Steve is a young man, with brown hair, and blue eyes. He is skinny, and of average height. He wears a white and blue button shirt, tan shorts, and black and white sneakers.
Personality[]
At first Steve is shown to be friendly, but also laid-back and sarcastic, as he appears to find his work at the SALF station boring. However, it is eventually revealed that Steve and his co-workers were Aliens in disguise. And Steve's true colors show him as being greedy, as he and his team chose to claim the gold mine for themselves without reporting to the authorities, before eventually plan on capturing Crystal and Amber after discovering them as genuine aliens, thinking they may worth more than the gold they have discovered..
Despite his villainous nature, Steve seems to care for his team members, as he asks Laura to assist Max and the fellow military police officers from their capture while trying to pin down Crystal and Amber himself. Steve also appears to be intelligent, as he acts as the unofficial leader out of his team by providing orders and taking immediate action to go with their next plan.

Steve unmasked.
Steve, along with his co-workers, spend their time working in the SALF station in Scorpion Ridge for 24/7. In reality, this is mostly a cover-up, as prior to events from the film, he and his team discovered an underground gold mine, and chose to claim the mine for themselves instead of reporting to the authorities.
When the gang visits the stations, Steve engages in a friendly conversation, stating that he finds his work to be tedious. Once he discovers the gang approaching to the mines, he and his team disguise themselves as Aliens in order to scare them off.
In the mines, Steve chases down Fred, Velma, and Daphne, before finally capturing them on net from a crane. Velma, who finally reveals Steve as being one of the Aliens on disguise, forces him and his team to unmask themselves. However, knowing that he has the gang cornered, he manages to indirectly unravel the mystery to the gang by revealing his team's plot on claiming the gold for themselves, before attempting to bury them in a deep pit in the cave.
After discovering Crystal and Amber as being real aliens, Steve advises Laura to change their plan to capture them, as he finds them more valuable than the gold they have discovered. However, a series of struggle against Scooby and Shaggy forces him to abandon this plan, preferring that his team escape. However, Fred, Velma, and Daphne (who manage to escape from Steve's trap), capture him and Laura via the same net he used on them prior.
The authorities later detain Steve and his friends that night, upset that his plan was thwarted by the gang, and that there is no proof he can provide on what he just witnessed from Crystal and Amber. However, after overhearing Lester has "pictures" of aliens, he starts to feel optimistic that people may believe on their claim on alien sighting, much to the amusement of Fred, Daphne, and Velma.
