The Fishy Phantom was the disguise of Steve Curly.

The Fishy Phantom was a humanoid fish, with green skin and gray spots, and webbed fingers.
Personality[]
It was an intimidating creature, who was also very determined on trying to steal the rainbow flounder.
History[]
Steve unmasked.
The gang, along with Mr. Winterbottom, the curator of the Coolsville Aquarium, encountered the Fishy Phantom. Who stole the rare rainbow flounder and fled the scene.
Later, when the gang splitted up to block the exits in preventing on the phantom from escaping, Shaggy and Scooby headed to the snack bar to get some more food. But instead, they were attacked by the Fishy Phantom, and were chased all over the aquarium (even inside one of the fish tanks).
After the gang reunited, along with finding the rainbow flounder. They used along with Shaggy and Scooby as bait to lure the phantom catch him in a net. It ended up failing do to Fred accidently catching an octopus instead.
The Fishy Phantom cornered Shaggy and Scooby in the gift shop, demanding them to hand over the rainbow flounder, Shaggy instead switched on a light from a camera which was so bright that it blinded the phantom.
It let out a loud yell which attracted the rest of the gang over, they tied him up and unmasked him revealing it was Steve Curly, the aquarium's snack bar manager. He wanted to steal and sell the rainbow flounder, Steve was then taken to jail by the police.
