Flim-Flam is a tanned Latino kid. He has an unkempt mop of black hair and wears sneakers. He is about a foot taller than Scrappy-Doo. Flim-Flam wears a yellow tracksuit (which contains a hyperbolic amount of stash -- probably ill-gotten).
Flim-Flam is, as his name implies, a born scamster and opportunist. Although tremendously ambitious, he doesn't seem to be above bilking and bamboozling people for his own profit. While he is more or less on the level with his friends, he does tend to exaggerate his abilities and past deeds.
He is also a know-it-all and cracks quips and jokes more often then the rest of the gang, and seems quite confident in his (rather proficient) ability to smooth talk his way out of a situation (usually prefaced with a smarmy, "Hiya, neighbor! What can I do ya for?"
While on friendly terms with Daphne, Scooby and Shaggy, Flim-Flam has a close brotherly relationship with Scrappy (perhaps due to their common youth and short stature). However, Vincent Van Ghoul seems to have a bit of reservation and doubt dealing with Flim-Flam -- probably due to Vincent being all too aware of Flim-Flam's shady tendencies.
The 13 Ghosts of Scooby-Doo
Flim-Flam first met Scooby-Doo, Shaggy Rogers, Scrappy-Doo, and Daphne Blake in a small village where he was a fugitive for selling fake products. He then made a quick getaway with Mystery Inc. on their airplane. He met them after their plane was crashed by two ghosts. Flim then offered to come with them to Hawaii for a nice vacation.
However, some villagers came up and put Flim-Flam and his friends on trial. They were sentenced to leave before sundown. While they tried to get their plane back from a castle, Flim took them to meet Vincent Van Ghoul for help. However, Daphne and the villagers got turned into werewolves and chased Flim-Flam, Shaggy, and Scrappy into the sewer. However, Flim-Flam changed them back to normal with his magic potion "Losta Luck Joy Juice".
Then, Vincent got them inside the castle and they searched for the plane.
Meanwhile, Shaggy and Scooby got tricked into going into the basement by the two ghosts who crashed their plane. The ghosts then tricked Scooby into opening the Chest of Demons and released the thirteen demons into the world. Flim then joined Scooby and the rest of Mystery Inc to catch the monsters before they destroyed the world.

In other languages
- Flim-Flam's reception was negative, even more negative than Scrappy's, since then, all of his following appearances have been minor mentions and references, and his future doesn't look very bright either. However, he did appear in a couple of Cartoon Network bumpers in the 90's and early 2000's, reflecting on his negative reception, just like they did with Scrappy.
- The whereabouts of his parents are never revealed or brought up at all.
