The Ghost of Colonel Beauregard was the disguise of Pops Baloney, the janitor of the Delta Queen.
Physical appearance
He looked like the portrait of Colonel Beauregard, but he was all bluish-white.
History
The New Scooby-Doo Mysteries
When Pops heard there might be an emerald necklace on the showboat, he dressed up as the ghost so everyone would leave so he could search for it uninterrupted.
