The Ghost of Great Uncle Spookly is the disguise of Mr. Snooty, a neighbor of the Ghastleys who was trying to drive them away. He told them if they didn't leave something terrible would happen. With their usual inversion of normal reactions, they eagerly anticipated the event. He stopped appearing as the ghost, which prompted the Ghastleys to call in Mystery Inc. to get the ghost back.
It was also the disguise of Fred Jones, who dressed up as the ghost as a trap for Snooty when he came back to try something else.
Physical appearance
The Ghost appears as a tall glowing man with gray hair, wearing a blue naval-style coat.
Personality
He acted as an intimidating ghost, which had the opposite effect on the Ghastleys.
Powers and abilities
He manifested no powers other than glowing (using phosphorescent paint).
