The Ghost of Joe Glutz was the disguise of the real Joe Glutz, who fell into a large puddle of wet cement. He allowed himself to be presumed dead and continued to use a coating of wet cement as a ghost disguise until he could expose the real culprit: the shoddy construction boss Gus Gleat.
