The ghost soldier (possibly Colonel Jackson T. Pettigrew) was a victim of Simone Lenoir and Lena Dupree.
History
Scooby-Doo On Zombie Island
The ghost soldier appeared on the mirror and said "Get away." Scooby-Doo and Shaggy Rogers were frightened, but the ghost was actually trying to warn them off the island.
After all the cat creatures died out, the ghost soldier appeared again and thanked them for defeating the cat creatures and for putting the ghosts to rest in peace, apparently only noticed by a startled Scooby.
