The Hex Girls sang the song to counter-act the zombified Rude Boy and the Ska-Tastics's song, "Yer Dead Right, Mate", from hypnotizing all the citizens of Crystal Cove and transforming them into "ska-zombies".
Mystery Inc. defeated the Evil Entity, causing it to be sucked into the black hole of Nibiru. This caused an explosion, altering the history of the town, removing all its evil and negative influence, thus erasing the event in which their song was needed to battle the Rude Boy and the Ska-Tastics'. However, there's nothing to say that the song itself didn't exist before that event.
