Harry the Hypnotist was a circus hypnotist.
Physical appearance
Harry is a Caucasian male who seemed to be either middle-aged or older. He is bald on the top of his head with the remainder of his white and grown out.
Personality
In his disguise, he seemed callous and even sadistic having no regard for the lives of those he hypnotized. He could've severely injured or even killed Scooby, Daphne and Shaggy by making them perform extraordinary feats under hypnosis. He was also vindictive as he was willing to go to great lengths to ruin the circus.
Skills and abilities
Harry was a highly intelligent and skilled hypnotist who could put anyone under a trance easily whether it was a person or an animal.

Season one
He dressed up as the Ghost Clown, hypnotizing Shaggy Rogers, Scooby-Doo, and Daphne Blake to do dangerous acts in Mr. Barnstorm's circus, causing mayhem. He went against the circus because he was sent to prison after he was caught stealing at the circus. (Bedlam in the Big Top)
