Hester Scarlett is the oldest person in Monsterville, and the one who created Big Red to bring in tourist income when the town's fishing industry failed. Everyone in town knows and approves of this.

Welcome to Monsterville
The gang quickly subdues and unmasks Hester when she first appears in costume but to their surprise she isn't arrested. Instead the whole town pretends nothing happened, and then tries to drive them out of town with lame, improvised monster disguises.
The gang figures out the reason and realize the old monster isn't working any more, so they help the young people of the town build a bigger and better one.
