The High School Ghoul was the disguise of Mr. Wiley, the janitor at Coolsville High School, where the gang all graduated.

Scooby-Doo! (DC Comics)
Wiley stole jewels and hid them in one of the school lockers. He dressed up as the High School Ghoul to scare kids out of looking in their lockers and finding the jewels before he did.
