He haunted the Wow-O Toy Factory and kidnapped Daphne Blake It seemed to be based on the action figures manufactured at the factory.

He was stopped when he got knocked into a toy pile by Shaggy and Scooby. He was getting revenge by scaring off the workers because Pamela Anderson, a celebrity getting her own doll made at the factory, refused to go on a date with him.
