Physical appearance
He genuinely looked like an illuminous clown.

He can fly, glow in the dark and breath fire. He was able to blow fire with a metal arm that could create a flame.

Scooby-Doo (film)
He haunted the Wow-O Toy Factory and kidnapped Daphne Blake. He was stopped when he hit a toy pile. He was getting revenge by scaring off the workers because the owner refused to go on a date with him.
