The Luna Ghost was the disguise of Old Man Smithers.

Physical appearance

He genuinely looked like an illuminous clown.

Powers and abilities

He can fly, glow in the dark and breath fire. He was able to blow fire with a metal arm that could create a flame.

The Luna Ghost behind an unaware Shaggy and an aware Scooby

He haunted the Wow-O Toy Factory and kidnapped Daphne Blake. He was stopped when he hit a toy pile. He was getting revenge by scaring off the workers because the owner refused to go on a date with him.

Originally Old Man Smithers was supposed to be the main villain in Scooby-Doo, not Scrappy-Doo.
