Miner Forty-Niner was the disguise of Hank, used to scare off employers and guests of the Gold City Guest Ranch so he could buy the land cheap from the owner, Big Ben, for the oil underneath.
History
Scooby-Doo, Where Are You!
Season one
The Mystery Inc. gang end up in Gold City, a ghost town inhabited by the Miner Forty-Niner, a ghost who is in search of the last vein of gold. Each night the mine moans, calling for him and scaring away everyone but the gang, who want to know what is going on.

Scooby-Doo 2: Monsters Unleashed
He was one of the monsters accidentally created by Scooby and Shaggy's antics when messing around with the monster making machine. He is one of the four monsters they created.
When Miner 49er was transformed into a real monster he, unlike his man-in-a-mask counterpart, breathed fire. Scooby and Shaggy found this out when they ran into him after Velma gave them the Control panel. They used Scooby's gas to blow his fire back at him. Shaggy thought he got rid of him when he blocked his fire with the power of Scooby's flatulence, however he is later seen, implying that he was not defeated. This was confirmed in the showdown with the final monsters (Pterodactyl Ghost, himself, Zombie, Tar Monster and the Skeleton Men). He was last seen turning into dust along with the Zombie once the control panel was brought to the base.

Velma was making a tour of her own in the Crystal Cove Spook Museum. He was seen as a costume. Velma mentioned his name.
