The Plutonian is an alien from another planet.
Physical appearance
He looks almost exactly like Scrappy-Doo, except he wears a space-suit with a multi-tiered hat on his head.
Personality
He is feisty like Scrappy, and willing to fight what he thinks of as monsters to save a fellow Plutonian.
Powers and abilities
He has a high-tech ray to bring inanimate things to life.
