Repeat Offender is the second story in Scooby-Doo! #6 by DC Comics.

Premise

  • A villain gets a crush on Daphne and uses love-related disguises to try to attract her attention. Eventually Velma catches on, and Daphne gives him an autographed picture. This satisfies him and he stops his crime streak.
