Roger Stevens was the manager of the TV station, KLMN.
Mr. Stevens is a middle-aged Caucasian male with gray hair. He wears brown suit with a white shirt and black tie.
He acted friendly with the gang, but this really hid a sinister and conniving side, who had no problem with framing the most likely suspect for his own disappearance. He expressed his anger of the gang when they uncovered his scheme.
He fired Mr. Grisby, a wax sculptor, cancelling his show. Grisby swore his revenge on the station for cancelling him. He heard of Grisby's threat to bring the Wax Phantom figure to life to destroy the TV station for it, and that's what gave him the idea for his scheme later on.

As the Wax Phantom, he stole money from the TV station's safe, and disappeared; setting up clues and using Mr. Grisby's past, as the perfect alibi. He planned to escape to South America with all the money he embezzled, but was inevitably caught when Mystery Inc. got involved.
