Roger Stevens was the manager of the TV station, KLMN.
Physical appearance
Mr. Stevens is a middle-aged Caucasian male with gray hair. He wears brown suit with a white shirt and black tie.
Personality
Appears to be impressed with the shows at the station going on, but does appear to have a rather unusual behavior, unknown to the gang, hidden aside.
History
Early life
He fired Mr. Grisby, a wax sculptor, cancelling his show. Grisby swore his revenge on the station for cancelling him. He heard of Grisby's threat to bring the Wax Phantom figure to life to destroy the TV station for it, and that's what gave him the idea for his scheme later on.

Season two
Mr. Stevens is cracked free and exposed.
As the Wax Phantom he stole money from the TV station's safe, and disappeared; framing it on Mr. Grisby, as the perfect alibi. He planned to escape to South America with all the money he embezzled, but was inevitably caught when Mystery Inc. got involved.

- When the Wax Phantom first appears onstage, Stevens, the culprit behind the Wax Phantom, is seen on the far right of the stage even though he should be in the Wax Phantom costume.
