Season one
Sarah thought that robots should not be around kids, so she sabotaged Charlie. When the gang attempted to stop him by using a large electromagnet Mr. Jenkins built, she cut the wire when they weren't looking and it scrambled his circuits. After she was discovered, she explained that she didn't think robots should work where children come to have fun. So Mr. Jenkins agreed and rebuilt Charlie, now calling him "Charlie II".
When the gang came back the next day, he was sitting on a bench scratching behind Scooby-Doo's ears. (Foul Play in Funland)
