Dr. Scott O'Mulligan is the leader of Ghost Scene Investigators, a group of paranormal investigators starring in their own reality TV show. The group is actually inspired by Mystery Inc., with Scott being the counterpart to Fred Jones; they physically resemble one another, except for hair color and outfit.
Physical appearance
He is a Caucasian male with black hair. He wears a white shirt, black shoes and neck-tie, and a grey coat and pants. At the end of the Wolf's End Lodge case, he wears an orange ascot, given to him by Fred.

Scooby-Doo! Who's Watching Who?
It wasn't long until the show's manager, Mace Middlemost, brought Mystery Inc. on as rivals against GSI. After the "Ocean Land mystery", warmed up to Fred and the others, until Mace told him that Mystery Inc. was replacing GSI.
In the end, Scott and his group arrived with the Scooby gang, at Wolf's End Lodge. He, with the other GSI, was suspected to be the "Ghost Hunter Haunter"; it turned out to be their own manager. Scott admited that GSI wanted to be like Mystery Inc. and Fred gave him an ascot.
