The skeleton was a real monster hanging around the cave where the Pterodactyl Ghost operated.

Season two
When Shaggy Rogers saw the figure dressed in a coat and hat, not realizing it was a monster, he said, "Boy, am I glad to see you. You know, we thought this cave was haunted." The skeleton replied, "Haunted? Let me out of here!" and ran off, leaving the clothes behind.
