The Tar Monster was a fake monster from one of Mystery Inc.'s past cases. The Evil Masked Figure brought it to life as one of its minions only for it to fail.
Physical appearance
It is a giant monster made entirely from tar with one eye in the middle of his face.
Powers and abilities
He is capable of trapping his victims in his sticky, tar body with his tar tentacles.
