Suspect Motive/reason
Trudy Von Trousdale She knew that the black cats who once belonged to Mrs. Felicity Katz had caused nothing but trouble in the town of Katzburg. She and her society were trying to pass a law to ban the cats.
Waylon Wolfe He was always present after there was an incident of bad luck, seemingly caused by the black cats. He said he can't legally touch the cats, because they got licenses and collars.
Hershey He was always reluctant to write a check to anyone who claimed that a black cat had caused them bad luck. He was in charge of caring for all the cats, since he was the butler.
Mr. Bellows The bad luck brought on by the cats were all that he heard about, ever since their owner passed away, so he was tired of hearing about it.
