Scooby-Doo (DC Comics)
He conspired with Mayor West to make the patriotic Fourth-of-July display into apparitions of the Fireworks Monster instead. The town had a contract with him to stay and do shows for them, but he wanted to move to nearby Seaside Bluffs, where he would be permitted to set up a fireworks factory. By ruining the shows and scaring tourists away he hoped to force them to cancel his contract. He bribed Mayor West to help him. Disguised as the ghosts of two Redcoats, they set bombs on ships so that it would look like the Fireworks Monster could cast fireballs at will.[1]
