The Scooby-Doo/Scrappy-Doo/Puppy Hour
She planned to steal from a long-forgotten safe filled with gold bullion in a secret city under the main city. To do this she hired Bruno the Cable Car Operator to hijack cable cars and direct them underground.
Vendetta was expecting the safe-cracker Dog-Face Marcel to arrive and open the safe for her. For unknown reasons he never showed up, and Scooby disguised himself to take his place, with Shaggy disguised as his helper. Scooby stalled while Scrappy tried to net Vendetta and her henchman Bruno. This failed, but the safe opened and buried everyone under a flood of gold bricks.
The Fearless Detectives got away, and Vendetta decided not to pursue them because they had what they wanted. She forced the kidnapped cable-car passengers to load the gold for her into one of the stolen cars, and she and Bruno tried to escape in it while the detectives followed in a hand-car. Scrappy shunted the cable-car onto fake tracks constructed by Scooby, which caused it to crash over a cliff and so the villains were caught.
