Culprit Motive/reason
Todd Yuen and Mayor West as the Ghosts of two Redcoats. Yuen also created the Fireworks Monster. Yuen wanted to get out of his contract and move to Seaside Bluffs, where he was allowed to set up a fireworks factory. Near retirement, Mayor West accepted a bribe from Yuen to betray his town.
