Mayor West He told the gang he was retiring as mayor of the town at the end of the summer.
Mayor of Seaside Bluffs To get good fireworks displays and tourist business for his town and spoil those of the other town.
Todd Yuen Wanted to move to Seaside Bluffs, but had a contract where he was.
Todd Yuen's realtor She knew all about her client wanting to move to Seaside Bluffs.
Fireworks-launching boat captain He told Velma that no one had set foot on the boat until she and the gang arrived with Todd Yuen and Mayor West.


Culprit Motive/reason
Todd Yuen created the Fireworks Monster and was disguised as the first Redcoat. Wanted to get out of his contract and move to Seaside Bluffs, where he was allowed to set up a fireworks factory.
Mayor West, helped set explosives while disguised as the second Redcoat. Near retirement, he accepted a bribe from Yuen to betray his town.
