I don't think I've ever seen a reception section for all the DTV Scooby flicks. That section always tells how certain types of work have done be it a movie, comic book, TV series (live or animated), novel, musical, or a video game.
Anyway, there should be a reception section for all the DTV S-D! movies.

This is one of the weaker movie in Modern Era. I didn't like how Kiss got superpowers and that sequence when they go in other dimension, but that was IIRC a hallucination? Still meh.

Yeah, I agree...
I like KISS's music, but this is just a lame excuse of publicity for them. The whole film is repugnant, has very few laughs, and is just vile in general. I can imagine the great ignorance of the likes of Sam Register, Jim Krieg, the other writer Kevin Shinick, and the directors (and other executives involved), thinking what a great tribute to the Scooby-Doo franchise they're contributing to, but in essence there's nothing remotely that redeemable about it. It's a Kiss movie, with Scooby thrown in.
And the romance between Fred & Daphne is just vile as well, and it's highly questionable if there should've been something going on between Daphne and Starchild. But there should have been nothing between them, because it's an immoral relationship, as is most of the relationships Daphne is thrown into (and to a lesser extent Fred), because Daphne is at an ambiguous age, which I think WB like, but refuse to acknowledge that that means you can't put her in a romance with real people that are unquestionably, unambiguously older than her.
It's just a complete shallow acid ride for KISS fans, and nothing more.

To put it simply, it just doesn't fit in the world of Scooby-Doo as we know it.
